The dust is incredibly easy to apply in two ways:
Simply sprinkle it onto wet top coat and cure under a led/uv lamp. This will achieve a frosty effect.
The second application method is to seal with a top coat and cure again. The nail surface will then be smooth, and the design will resemble a thousand tiny sparkling particles.
